The Alberta Energy Regulator (AER) has received Oil Sands Conservation Act (OSCA) applications 1949258 and 1949256, and Environmental Protection and Enhancement Act (EPEA) applications 010-00073203 and 086-00000094 from Suncor Energy Inc. (Suncor) and Inter Pipeline Offgas Ltd. (IPOL), for approval to transfer the ownership of IPOL’s off gas Pioneer 1 processing plant components located within Plant 9 at Suncor’s Base Plant upgrader.

This notice also sets out the deadline for filing statements of concern on the applications. See the section below on how to file a statement of concern for filing dates.

Description of the Applications
Suncor and IPOL has applied under the OSCA and EPEA to amend their respective approvals for the transferring of ownership from IPOL to Suncor of IPOL’s interest within the buildings, structures, process equipment, and other installations, in the off gas compression and dehydration unit referred to as Suncor’s “Plant 9”, and to remove the reference to these locations from IPOL’s EPEA and OSCA approvals.

Plant 9 is a compression and dehydration unit located at Suncor’s Base Plant upgrader use to process refinery off gas. The compressed gas is shipped by pipeline from Suncor’s Base Plant’s upgrader to the Pioneer 1 Extraction Plant (Pioneer 1), which is owned and operated by IPOL.

The compression and dehydration units are included in the current IPOL’s EPEA and OSCA approvals but have been operated by Suncor since the commissioning of Pioneer 1. The location of Plant 9 is in the Southeast Quarter of Section 26, Township 92, Range 10, West of the 4th Meridian.
