Pike 2 Project – Solvent Enhanced Steam Assisted Gravity Drainage (SAGD)
This notice is a reposting of the original December 20th, 2018, notice and sets out a new submission deadline for filing a statement of concern with respect to both the OSCA and EPEA applications.
On December 19, 2018, the Alberta Energy Regulator (AER) received Oil Sands Conservation Act (OSCA) application No.1917507 and Environmental Protection and Enhancement Act (EPEA) application No. 001-00426706 from Devon Canada Corporation (Devon) for approval of the Pike 2 Solvent Enhanced Steam Assisted Gravity Drainage (SAGD) project. In 2019 Canadian Natural Resources Limited (CNRL) acquired Devon’s mineral interest in the Pike 2 Project and now fully owns the Pike 2 mineral interests. Devon had also submitted an Environmental Impact Assessment Report (EIA) which forms part of the applications. The AER deemed the EIA report complete on March 5, 2020.
The original deadline for filing a statement of concern with respect to these applications was on February 18, 2019. The AER has made the decision to repost the subject notice and to set a new deadline of September 8, 2023, for filing a statement of concern with respect to both the OSCA and EPEA applications.
Description of the Application
The Pike 2 Project is a commercial SAGD scheme located in townships 73 and 74, Ranges 4, 5 and 6, west of the fourth meridian, in Lac La Biche County. The Project is located approximately 35 km southeast of the community of Conklin, Alberta and proposes to produce up to 11,028 m3/day (69,400 bpd). The SAGD process will be enhanced using diluent injected as solvent. The central processing facility (CPF) will include typical SAGD elements such as steam generation, water treatment and recycle, sulphur removal and oil treatment facilities. The facility will also incorporate diluent recovery and cogeneration. Associated roads, pipelines, well pads, and utility facilities required to support the proposed operation will also be developed. Initially, up to 54 well pairs will be drilled from five well pads together with construction of the proposed CPF and its associated infrastructure, to facilitate crude bitumen recovery on the site and export off the site by pipeline. Up to an additional 180 well pairs will be required to maintain production through the lifecycle. The Pike 2 CPF will have a full production life of approximately 30 years. Additional facilities within the Project Area will include source water wells and disposal wells.

Requirement to File a Statement of Concern
If you have concerns with these applications, you must file a statement of concern as described below. If you do not file a statement of concern, the AER may approve the applications without further notification.
How to File a Statement of Concern
For your submission to be considered a valid statement of concern, it must be filed by 11:59 p.m. on the filing date below. Send one copy of your statement of concern to CNRL at the name and address above and one copy either online via the AER’s web-based form or by mail or email:

Contents of a Statement of Concern
For your submission to be considered a valid statement of concern, it must include
- why you believe you may be directly and adversely affected by a decision of the AER on the applications;
- the nature of your objection to the applications;
- the outcome of the application you advocate;
- the location of your land, residence, or activity in relation to the location of the energy resource that is the subject of the applications; and
- your contact information, including your name, address in Alberta, telephone number, and email address or, if you do not have an email address, your fax number.
The AER also requests that you include the application number in your statement of concern. You can find the application numbers at the top of this notice.
Confidentiality
Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want to appear on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential. The Rules of Practice is available on the AER website at www.aer.ca.
Jurisdiction
Submissions relating exclusively to compensation for land use are not dealt with by the AER and should be referred to the Land and Property Rights Tribunal (formerly the Surface Rights Board).
Under section 21 of the Responsible Energy Development Act, the AER does not have the jurisdiction to assess the adequacy of Crown consultation associated with the rights of aboriginal peoples as recognized and affirmed under the Constitution Act, 1982.
